Revalidation of titles obtained abroad

Background

In Chile there are currently two ways to obtain revalidation of professional titles obtained abroad.

1. For those postulations that are not considered in international treaties the process has to be carried out in the University of Chile.
2. When the title has been granted by a country that has a Cultural Agreement with Chile. The process has to be carried out directly in the Ministry of Foreign Affairs.

Revalidation in the University of Chile

The revalidation process carried out by the University of Chile is to establish the equivalent between a professional title or academic degree obtained abroad and its revalidation for the corresponding professional title that this Corporation grants, after having fulfilled certain curricular requirements in order to complete or complement the studies in question.

Revalidation is the equivalence certification between a professional title or academic degree obtained abroad, with the respective professional title granted by the University of Chile or other national higher education institutions.

The Faculty or Interdisciplinary Institute of the University of Chile that imparts the studies leading to the title for which the revalidation is done, will determine the equivalent curricular activities through the corresponding homologations. If necessary, it will also establish professional practices or other final activities that the applicant must fulfill to obtain the title.

Postulation Requirements:

1.-Original and photocopy of Title Diploma or Degree
2.-Original and photocopy of Final Marks
3.-Original and/or photocopy of Study Plan
4.-Original and/or photocopy of Study Programs
5.-Curriculum Vitae
6.-Declaration of Qualification for the professional practice of the applicant in the country that granted the title or degree, countersigned by the respective consulate, if necessary.
7.-To fill out the application form given by the Provost’s Office on Av. Bernardo O’Higgins Nr. 1058, office 123. Santiago de Chile. Phone: (56 2) 978-1023
8.-The Provost’s Office of the University of Chile keeps the right the require any other document to certify situations derived from the antecedents that come with the applications for revalidation of titles or degrees obtained abroad.

Important:

• The documents mentioned in points 1-2-3 must be duly legalized both in the country of origin and in Chile.
• In the country of origin the legalization must be accorded, among others, by the respective Chilean Consulate.
• In Chile, the legalizations that the documents must have, are accorded by the Ministry of Foreign Affaire (Agustinas N° 1320)
• The originals of the mentioned documents, once collated in the Provost’s Office of the University of Chile with the photocopies, are given back to the interested party.
• If the antecedents are written in a foreign language, it must come with an official translation of the documents 1, 2 and 3 and a regular translation of point number 4.

Recognition of titles by virtud of international agreements

The privative and excluding attribution to revalidate professional titles obtained abroad, falls to the University of Chile, through the Provost’s Office, with no detriment to that which is stipulated in the international treaties (Art. 3o., inc.1, of the D.F.L. Nr. 153, of 1981, of the Ministry of Education).

The international agreements that are in force are:

• The agreement regarding mutual recognition of Exams and Professional Titles between Chile and Ecuador. Honored in Quito on December 17, 1917. Ratifications were exchanged on May 26, 1937.
• An agreement between the Governments of the Republic of Chile and Ecuador through which the agreement regarding Mutual recognition of Exams and Professional Titles of December 17, 1917 are interpreted. Issued by S.D. Nr. 490 of the Ministry of Foreign Affairs and published in the Official Journal on August 17, 1988.
• Convention of Mexico about the Practice of Liberal Professions. Signed in Mexico on January 28, 1902, issued on June 17, 1909 and published in the Official Journal Nr. 9.428 of July 2, 1909.
• Convention about the Practice of Liberal Professions ratified by Chile and Uruguay. Signed in Montevideo on November 17, 1916. Exchanged in Montevideo on March 6, 1918. Issued by Law Nr. 3.290 on March 31, 1918 and published in the Official Journal Nr. 12.236 on December 4, 1918.
• Convention about the practice of Liberal Professions ratified by Chile and Colombia. Signed in Santiago on June 23, 1921. Exchanged in Santiago on June 13, 1922. Issued by Law Nr. 3.860 of June 14, 1922 and published in the Official Journal Nr. 13.325 of July 11, 1922.
• Cultural agreement between Chile and Spain. Signed on December 18, 1967 and published in the Official Journal on June 19, 1969.
• Cultural Exchange Agreement between the Government of the Republic of Chile and the Government of the Republic of Peru. Approved by L.D Nr. 2.337 of 1978 of the Ministry of Foreign Affairs and published in the Official Journal Nr. 30.178 of September 30, 1978.
• Cultural and Scientific Cooperation Agreement between the Government of the Republic of Chile and the Government of the FederalRepublic of Brazil. Approved by S.D. Nr. 750 of 1978 of the Ministry of Foreign Affairs and published in the Official Journal of February 1, 1979.

Cultural Agreement Countries

The revalidation of professional titles obtained abroad is directed at Chileans and foreigners with titles from countries that have a Cultural Agreement with Chile. These countries are: BRAZIL, COLOMBIA, ECUADOR, SPAIN, URUGUAY, BOLIVIA, COSTA RICA, EL SALVADOR, GUATEMALA, HONDURAS, NICARAGUA, and PERU.

The title and attached documents must be legalized by the authorities of the country that granted them, but they must also be revalidated by the Chilean Consulate of those nations. Once in Chile, they must be presented to the Department of Legal Advice, Title Section of the Ministry of Foreign Affairs.
